President appoints Ludovit Odor's government

On Thursday, 15 June 2023, President Zuzana Caputova appointed the government of Ludovit Odor to exercise its powers until a new government is formed.

This occurred following the vote of confidence in the government in the National Council. The President repeatedly commended the attitude of the Prime Minister and all ministers for deciding to assume their duties. She also appreciated the attitude of the MPs and parliamentary clubs that voted in favour of the vote of confidence in the government.

In her opinion, the President recalled that the formation of a caretaker government was the only constitutional option to bring Slovakia to early elections after the Parliament had voted no confidence in Eduard Heger's government and at the same time failed to find the parliamentary majority needed to form another government.

"I therefore find it difficult to understand the attitude of those MPs and groups who, failing to offer any convincing factual arguments and by unsubstantiated slander, refused to vote in favour of confidence in the government. I consider this to be a very immature attitude and missed opportunity to bring some much-needed calm and rationality to a fractious society."

The constitutional consequence of the no-confidence motion is that the government is removed from office and tasked with carrying out its duties until a new government is formed, which will emerge from early parliamentary elections in September.

"Today, I have rendered to Prime Minister Odor a mandate, the purpose of which is mainly to ensure the orderly running of the state and fair early elections, the preparation of a responsible state budget and a pro-European domestic and foreign policy. I wish the acting Prime Minister, the ministers of the expert government every strength in fulfilling it!"
